COMMITMENT | Back to victory in 2026

15 March 2025

Dear Liberals,

The race for leadership has been in full swing for two months now, and it is a privilege to meet you on the ground during tours, activities, and very soon, during debates.

If our party has been able to shape Quebec for over 150 years, it is thanks to the work of Liberals like you who have passed the torch from generation to generation. Whether in the development of policies, mobilizing within the community, or donating to the cause, each QLP member makes the heart of the Party beat in their own way, with the goal that we may govern to move Quebec forward. The results of the last two elections force us to question ourselves.

In October 2023, the Report of the Committee on the Revival of the QLP outlined the major steps for reconstruction. This is serious and important work that must continue in order to restore the QLP to its former strength, centered on a strong culture of victory. I share this goal.

I am pleased to present my proposals to give the Party every chance to win starting in 2026!

  1. Creation of the Victory Committee
To win the next election, we need a structure entirely dedicated to victory, starting the day after the leadership race. The Victory Committee will consist of elected officials and party employees, but also QLP members, and will focus on electoral preparation. Its mandate will include implementing best practices and tools, coordinating efforts on the ground, financing, and recruiting exceptional candidates. The Committee will also create a support cell for our candidates, composed of former elected officials. In conjunction with the Animation and Organization Committee, a tactical team of super-volunteers will be mobilized to support key regions and constituencies.

  2. Appointment of Three Co-Chairs and a Chief Organizer Before the End of 2025
We cannot afford to improvise until the next election campaign. That’s why I commit to appointing three campaign co-chairs, including one youth co-chair appointed by the Youth Commission (YC), and a chief organizer by the end of 2025. They will work closely with the Victory Committee, of course.

  3. YC: The Real Driving Force of the Party
The revival of the QLP passes through its youth. That’s why I want to give the YC the means to achieve its ambitions so that it can fully play its role. This includes increasing its budget to enable it to hire one or more permanent employees who will structure its activities and strengthen its actions on the ground. Additionally, I commit to meeting with the YC executive once a month to ensure that the voice of the youth is always heard by the leader and, starting in 2026, by the premier.

  4. Loading up for Victory: A Data-Centered Approach
In a political world where every vote counts and public opinion evolves at lightning speed, a strong culture of data is no longer a luxury, but a vital necessity for a party seeking victory. I therefore commit to establishing a true data culture within the QLP to increase our funding, maximize our membership, and, most importantly, guide the electoral strategies that will lead us to victory in 2026. From selecting high-performance tools, to training members across Quebec, from on-the-ground data – one door or phone call at a time – to predictive analysis, we must calculate, measure, and anticipate. Victory belongs to those who can turn information into impactful political action.

  5. Occupying the Ground and Increasing Opportunities to Meet
I want us to become the party that lives by and for its members, and this involves increasing opportunities for both formal and informal meetings. To regain the trust of Quebecers, elected officials, co-chairs, staff, and influential ambassadors, the entire Liberal team, must meet with citizens and Liberal members. This is how we establish a ground-work culture where everyone pulls together, one door at a time. To that end, the role of regional sponsors for MNAs will be strengthened, and we will ensure that each association has regularized its situation regarding its annual general meeting, as each riding needs an executive ready to lead the electoral battle. I also propose enhancing our member congresses. Therefore, Q&A sessions with elected officials will be established to ensure a direct link between the caucus and Liberals across Québec.

  6. Authentic and Impactful Communications, Serving Our Members and Influential Ambassadors
The key to communications lies in coherence, consistency, and agility, whether in the National Assembly, in the media, or on the ground. We will only have credibility with voters by being authentic and offering high-quality proposals rooted in our Liberal values. Our communications will be clear, assertive, and innovative to reach the public. To that end, I will build a network of influential Liberal ambassadors, composed of QLP members, Executive Committee members, and regional organizers, to amplify the Liberal message online, on the ground, and in the public space.

And Now?

We have work ahead of us, both to revive the Party and to embody the indispensable alternative to the worn-out government of François Legault. Our party built modern Quebec. It is now called upon to build the Quebec of tomorrow, and it is with you that I aspire to do so!

Best regards,
